We need Bort and company to cut the leagues back to 20 or even 15. When there was 8 originally there was an over abundant of players. If you have 2 CPU players on DF you better believe the good teams will find them and run all over them all game long.

and this

this is why CPU teams are needed. New players thaat can't compete with top notch peewee teams get the benefit of having a decent record by playing cpu teams. Thus playing more seasons, and hopefully opening thier wallets. Overall this is still just a business for bort!

New players/teams can't compete as they don't get enough human players as their are too many teams and players are spread out to thin. One of the major advantages 'top notch' peewee teams have is a large network of agents that they can draw players from to fill the team with 55 human players (generally 55 well built human players, as they can pick and chose who they want in their team).

New teams (most of them), don't have this network to draw on so they rely on the general community for players, but again there are too many teams and not enough players, so new teams have to accept fewer human agents and don't really have the luxury to pick and choose agents.

If there were less teams the recruiting burden on newer teams would be far less and they could then concentrate more on tactics, and going out and getting decent OC's/DC's and Scouts (which are also stretched out to thin, even the ones that do multiple teams have a huge work load if their doing it properly).

But what the heck do I know I have a 3 loss peewee team and the season isn't even over yet!!!

Less teams would also help the D-Leagues. There would be a demand believe it or not of pee wee players wanting to be as quick as possible to sign on a pee wee team instead of D-League. If they couldnt find a team they could easily sign with D-League.
