If your back is on SE it will work. Because HBs on SE tend to get to the "near stop" then cut out of the stop.
FS works in that specific instance. So, if you have that Super Elusive Hesitation, it can help you to blast past defenders closing in on you.
It will look like a very LONG quick cut.

I imagine it'd still be useful for the very beginning of the play, in getting you up to speed and to the hand-off faster... just cause it might only activates at the beginning of the play for most HBs doesn't mean it isn't useful to have it activate at the beginning of the play.
I've considered it for my power HB. Not only could it help with getting the hand-off quicker but it might help for when a broken tackle takes him to a near stop. That said I'm not going to bother because I need to focus on being a pure power back, but it still might be worth getting it to 4 instead of 2 more agility or something.

You won't get to the hand off quicker or move quicker on a toss, as an HBs speed is limited until he gets the ball. According to Bort, the thing that will have the greatest affect on hand off speed is the QB's speed and agility somewhat in relation to the HB's speed and agility.
An HBs speed and agility is limited until he gets the ball to partly prevent plays that occassionally use to happen (season 5) like my HB here:
