You don't need 85 agility to take advantage of 95+ speed. I've seen 100 speed guys with 60 agility move more quickly than 90 speed guys with 80 agility. Speed determines how quickly you move, not agility. Agility affects acceleration, but nowhere near as much as speed does.
You will cut less sharply with 60 agility than you will with 80 agility, obviously. Question is, how well do you need to cut, and what SAs can you use to supplement cutting?
On that topic, I've seen HBs with 9+ quick cut do things I've never seen (and couldn't imagine seeing) a guy with 80+ agility do. I think that after a point the effect of agility isn't as great as adding to something else. Where that is exactly would be speculation, along with everything else I or anyone is saying on the matter. Personally I think it's somewhere around 68.
