RR is a flat speed and agility boost so think a +agility and speed. How much? I'm not sure.

I would say that it gives .5 to agility and speed per each point invested so when 10 pointed gives 5 speed and 5 agility. Where do I come up with this number? Well, the 3rd cap ends around 68 right? Bort is on record saying very high = 70 or more, so if you aren't very fast or agile you would need sub 70 speed and agility. So it would cost you 20 points to get 5 speed (4 cap * 5speed) and 20 to get 5 agility after this point for a total of 40 points. For RR to be worthwhile it would have to give you a savings on speed and agility or why not just point speed and agility? I guess the penalty for getting more agility and speed for less than the equivalent cost of just pointing the attributes is that they cease to work after the catch.

So long story short, it does give you a boost to speed and agility no matter what your current speed and agility is. In your case with a level 49 WR with 104 speed, I'd either get my speed attribute up significantly before investing in RR because at 104 speed you are behind the speed curve and thus that extra speed is not worthwhile.

Disagree.

To clarify: I believe that route run is not always active, it activates in certain situations (shorter runs with sharp cuts or multi-cut routes) and gives a flat boost.
As to how much of a boost I won't speculate, but it's significant at almost any base attribute value (speed/agi/vision/confidence/stamina I estimate are all involved in how successfully you run a route).

As for the thread title, I think first step is better.
In my experience, It simply offers more to a WR who builds toward using it than RR does to a WR who builds to use it.
