That's not exactly how Bruiser works...If you originally had a 20% chance to break the tackle with Bruiser you'll have a 29% chance.

My lvl 51 WR's Bruiser + Break Tackle Equipment combo is all but useless now noooooooooooooooo

i was trying to get the bruiser VA but it changed fm 50 strength to carrying

Bruiser @ 15 gives you 45% + and AEQ with 11% gives you 56% chance.

VA Percentages from GLBWiki

1) They are multiplicative. If you have a 50% chance to do something, and an ability gives you a +10% bonus, you now have a 55% chance to do that thing.
2) They are added on to the base attribute. If you have a base strength of 50, with equipment that gives you +3 strength, a +10% bonus would give you 58 strength.
3) If combined with equipment that does the same thing, they are added up and then applied. For example, if you have a veteran ability that gives +10% bonus to breaking tackles, and a piece of advanced equipment that gives +5% to breaking tackles, the total bonus applied is +15% to breaking tackles.
4) Decimals count when applying percentage bonuses to attributes. The simulation code deals with number in floating point.

#3 sounds more like the above , than does #1 ... am I wrong?

You have 56% bonus to your existing chance. The bonus add to each other, but multiply your base chance.
