Also, at level 16, if he had 90+ Speed, he would have hilariously bad stats in every other category.

i don't think base 76 at level 16 is possible especially because over 50 is 2 stats a point, and im sure it only goes higher before 76.

How about custom equipment? That's another 6 points. So that's 24 points from equipments. So actually speed is 66. 2 skill points after 48, so he will need 36 ((66-48)*2) skill points after reaching 48, which is just over 7 levels. He could reach 48 by level 9, so it is definitely possible. Little or no special ability tree and training in other abilities, so probably 90 speed, around 20 in other abilities.

I did a calculation, and I wasn't able to hit 90. Very close though, high 80s was plausible with a good character roll coupled with amassing all points in speed.

The highest possible speed rating at player creation is 20, correct? I can't remember if it's 20 or 22. Let's say 22, even.

For an HB, speed goes up by .33 per level. So here's his maximum speed per level (we're going to assume he didn't train speed ever, for the moment):

1: 22
2: 27.33
3: 32.66
4: 37.99
5: 43.32
6: 48.65 (Costs 2 SP after this point)
7: 50.98 (1 SP left over)
8: 54.31
9: 56.64 (1 SP left over)
10: 59.97 (Costs 3 SP after this point)
11: 61.3 (2 SP left over)
12: 63.63 (1 SP left over)
13: 65.96
14: 67.29 (2 SP left over)
15: 69.62 (1 SP left over)
16: 71.95

So the absolute maximum speed for a RB who rolled a 22 at player creation (which I'm still not sure is possible, but whatever), assuming no training, is 71.95. Add +6 from a custom, and +12 from cash equip puts it at 89.95. So, it's possible if he put all his SP, and trained it up a couple times to be at 90.66. Though, that would mean that no SP were invested in any other skills, and only trained.

No, I don't know why I just did that. And, yes, there are much better things I could be doing. That's probably the answer to why I did it, I suppose
