This could be VERY true. I can speak from some knowledge of this, because in my job as AD engineer I am responsible for the entire southeast US as far as AD health of the SSA's infrastructure.
Much of Kentucky got absolutely clobbered by the ice storm some two weeks ago. Moreso then any other state. I had field offices - half a dozen of them - down for up to 10 days really. These are offices that have unlimited resources really to help get their power back online. So you can imagine the difficulty of the average person who may live out in 'the sticks'.
