Yes, because the level increase drops off after level 22. If you spend your first 22 levels not capping anything you've essentially wasted those points. NiborRis's post above answered the original question well.

Of course if your goal is a player with 45 in every attribute, then no, no need to rush to any caps.

is this a joke? if you're 4 capping blocking as a fullback you're doing something seriously wrong.

Of course but it's not critical to get those above first cap points. Anyway I think my question has been answered. It's not a big deal.
