13 offensive inputs, not counting quarter specific inputs. 40 DC inputs - I like to have one for each formation, down and distance.

Agreed, I need one for each formation-down-distance as a DC. But it depends on how long you want to spend scouting and planning for each important game. If the answer is < 2 hours, you don't need that many.

36 O inputs. i like to attack all areas on the field from every formation if possible to force others to plan like hell or not be in the "best" D for a situation

I have over 100 inputs each for 3 pretty well-developed defense AIs: run-heavy, pass-heavy, and balanced. These are just templates though. I add/change outputs depending on the scouting report.

Wow.. Do you have any possible means of rembering all of the different calls? I Like keeping it simple. The default AI on the top so you always match number of receivers, blitz schemes in each formation thats 3-5 inputs. and then special situations (such as short and long downs)

I have a system that keeps everything in order, and standardized down/distances for each form, so the input/output titles could be something like:
Input: S 3 0-3 = Single Back 3rd Down 0-3 yards
Output: 43-C0-W-ROLB/SS-RM = 43 defense, cover 0, weak shift, ROLB/SS blitz, run focus, medium cover distance
Input: S 3 0-3 = Single Back 3rd Down 0-3 yards
Output: 43-C0-W-ROLB/SS-RM = 43 defense, cover 0, weak shift, ROLB/SS blitz, run focus, medium cover distance
