So the net effect of this to is fix the 3-4 blitz exploit on the 3-wide shotgun.

So you can move the TE to the left side of the line now but then he can't actually do anything productive like run block for a run to the left side or run a passing route from the left side? So what's the point of the changes then. Additional help pass blocking against a good RDE and that's it? What am I missing here.

If they can only be shifted when they aren't running a route then what is the point? There are only 4 passing plays where the TE doesn't run a route and 3 of them are screens. So there is only 1 play where this even can be used? It's pretty much worthless unless switching him turns off his route and makes him a pass blocker.
