Just to throw my opinion in the heap:
I think Bort is going to keep teams in the same region. I think all CPU teams drop to BBB (sucks for leagues like USA with a strong bottom league, but...well I guess they won't be strong anymore) and normal promotion takes place, with exception that more teams move up as a result of all the CPU teams moving down in addition to normal demoted teams. This is before offseason.
I think all that will take place, and then in the offseason team owners will be able to flag teams to be looked at by the admins for further adjustment. But I think Bort's hoping that the CPU teams dropping and promotion/demotion accordingly will solve most of those problems so that the offseason task is minimal. With the exception of a few heavily gutted leagues (EE Pro comes to mind), I think he's right.

That's kinda what I've gathered from the info.
Some teams here may even be moving up to AA, but I would guess that most of us would be moving up to A next season. Not that I know for sure but if I had to take a guess, I would say that the large majority of us would all still be together in A, with a handful of the top teams moving up to AA. But that's just a guess.

well there are good teams in A that will prob fill the void of AA I doubt if any of us move that far.

Seems to me he's going to keep all the teams on the same track, which is the right way, IMO. The problem is, if this is the end of it, the USA league will have good and horrible teams in the BBB leagues. That would make a restructure of the lower leagues necessary.

i really think that there are a ton of empty spaces between here and pro. i think it'll all flesh out pretty well. i wouldn't be surprised to see 1/4 - 1/3 of the teams in this league move up a league or two. at least this way, if you're really above the competition you should move up the next season as opposed to being stuck with them unless you until you can win the championship.

Counted the CPU/gutted/slow build teams, weighed that against the good teams that figure to do well in the playoffs, and my (not very good) math has a portion of the solid teams (Tulsa, Freemont, Walla Walla, Shaka, French, Washington, Boston, Rutgers) having a shot at making AA.
There are a lot of bad teams. Also, I'm sure some teams have thought of ways to exploit this. So, there could be quite a lot of teams dropping to the BBB and A levels. I think there's a small chance we could see one or two teams make AAA.

Bort said in one of the threads in the Goal Line Blitz main forum that teams would stay within their same area (USA, Canada, etc.) All of the restructuring will be done at once.

I think there is some things missing in this equation, First off the good team from the the AAA leagues would move to pro more AAA leagues then pro leagues and then, AA to AAA, and so forth and so on. Seeing as how there are many many BBB teams to fill spots in A again I do not see how anyone would move further. Maybe I am miss understanding how it will work but I think there are plenty of teams to fill in the higher spots.

Because, if they still do that, then we surely will see a couple teams from this league in pro next year. Honestly, my money would be on French Lick and then possibly Tulsa. That is if the massive reorg (if it even happens) is based strictly on player levels.
