It would be cool but the thing is....unless you fix the overarching problem of bad competition, it only makes the game worse.
1. The issues start with the bad sorting algorithm which begins in the minors & propagates to Reg Pro (because there are too many Reg pro leagues). That bad sorting then continues to keep CPU teams in Pro and leaves human L79 teams in Reg Pro...even tho half the Pro league is CPU. Divisions will only make things worse when you end up with 4 CPU teams in 1 division and 4 human teams in another...and especially so if thats the rule, rather than exception.
2. Then there are mass dot shortages for decent teams to recruit from. You have to have more dots than teams and right now there is no way for all Pro teams to fill their rosters out. Insta-79 (if thats not just a pipe dream) would help temporarily but the flex cost of dots needs to be a lot lower to spur mass amounts of dot building beyond 1 or 2 seasons. Cut the flex cost to 1/4 and remove all recycling...and I bet your sales go up year over year (I'll bet a HoF package on it).
