Even with that said, I think if this tourney starts later you can have more time to gauge teams and then seed them. For example, the Atomic Cougars (sorry to pick on you), is losing silver league games by 50-60 points. What business do they have getting matched against an undefeated Gold team like SBWL? IMO, this tournament isn't about seeing who is better: gold or silver, that's a moot point. It's more about allowing good silver teams a chance to gauge themselves and improve; helping them prepare for their jump to gold.
IMO, this tournament becomes the most interesting (and useful to silver teams) when it matches very good silver teams (who actually have a legitimate shot at being in gold next year) with gold teams that will finish in 5th-10th place. The majority of good silver teams wouldn't expect to move into gold and win the league (although it has happened) and beat teams like Tombstone, FG, SBWL, etc.
What will help them is to play the teams that they will likely be battling for playoff spots. This year that would be teams like Wambulance, C3L, Whistle Pigs, AC Surf, Lonestar, etc. These are more valuable because a silver team can say "wow, this team is struggling to be a 6th or 7th seed and they're really tough or they just kicked my butt...I really need to improve if I'm going to make it in gold." Or maybe it's "Hey, I just beat a gold team that will likely make the playoffs, I have a good shot to compete next year!"
Beating a team like The U! who will wash out of gold after just 1 season, or getting destroyed by SWBL doesn't really mean much. You don't learn as much from it, and it doesn't really prove anything for either team.
