hey one thing thats a bit nit picky but in your OP a -5% Decrease is really saying a 5% increase cause its a double negative...
If im going negative west im going east kinda thing... just to make it clear you should change it to a 5% decrease otherwise this is a good idea.

i may not have read it but maybe certain teams could have a certain type of weather instead of it being completely randomized. Think of GB having snow late in the year or Tampa Bay getting more rain then snow. Would teams be able to decide what kind of weather they want to primarily have?

Maybe heavy run teams would want to be in a place where it rains a major part of the year or passing teams eliminate the weather by getting a dome altogether. This would really make home field advantage a big deal

it should not be difficult, imo. weather is fairly consistent in certain areas. have a world map, teams select where they are located and then have the weather patters for the various regions give a % of inclement weather. Dome Stadium will, of course, nullify the weather.

Taking random numbers:
Midwest: ~20% chance of rain in the last 1/2 of the season & ~10% chance of snow in the last 1/4 of the season.

Canada N or W: ~ 50% chance of snow in last 1/2 of the season.

S Cal: ~10% chance of wind & / or rain.

Florida: ~15% chance of rain.

I think the weather being a consistant thing that is known before hand would be best. Teams could plan their recruiting and building around it. Would make for some fun tourney games where weather is randomized.

Select your Climate or Location within your given Region then you get a roll based on Real Climate on how late in the season it is.

If its winter in Eastern Europe and you have a team in a city that is COLD.... Its probably going to be COLD.

While were adding temporary boosts due to playing environment, I want to throw this out there. Do we have a home field advantage? I think moral should decrease more if the team is on the road.

I can't see punts being muffed on sunny days. Anyone who's kicked at all knows you're looking down at the ball, not up at the sun.

However, on the reverse end, a punt or kick returner is definately looking into the sky, and perhaps should suffer a vision or catching penalty

Maybe the weather can be based on the weather the team city is based in.

Maybe have a choice of what city your team is based in

For example:
Wichita Warhawks
City: Wichita
Weather for todays game: High 66 sunny and clear
http://forecast.weather.gov/MapClick.php?CityName=Wichita+Heights&state=KS&site=ICT&textField1=37.7811&textField2=-97.3356
