Assuming the grey bars refer to what CAN go into that attribute, I'm not liking a cap on attributes. I think it would create more cookie-cutter builds than if you were able to put as much as you wanted into them. I can think of a few specialty built players for certain situations where you might want high points in some things where you can sacrifice others and not be completely dysfunctional in all aspects of the game.
