Well there is only so much they can do.
Well after Day 42/43... it appears "they" (GLB) does nothing, to me that is unacceptable.
Solution: nominate a commissioner for each Pro League (most have a self appointed one anyhow). Have this "agent - commissioner" scan the league, and PM teams that are struggling to fill a roster (or if they intend to fill a roster). Promote teams from Regional Pro to fill in the gaps.

Should they dedicate people to scour the leagues to make sure people are paying attention or not sandbagging or whatever? I don't think so.
Disagree with you.

If you see teams that are just sitting there dead, maybe bring it up to the team owner that they should see about moving out so you can have a competitive season in nat pro.
There were teams sitting "dead" the last two seasons, and there were teams in "Regional Pro" that wanted to move up, but were denied (various reasons; ie: didn't make 2nd round of playoffs in Semi-Pro).
Long story short, peeps use to "hang thier hat" on tradition of Regions; but those traditions have died... ie; Kai going through APL, Osaka going through EEPL, and this season Rage Quitters moving over to Southeast Asia Pro League (there are more, cough Buda)... and can't say I blame them...
Care Level needs to be higher from GLB in getting a solution.
