I wouldn't mind it so long as we know what the weather is going to be before the game so that we can gameplan for it.

I agree with this.

I agree with this.
Southeast Asia = Wind/T-Storms/Rain
Eastern Europe = Cold/Snow/Freezing Rain
Western Europe = Wide Range of Weather
Africa = Heat/Dry/Dust Storms
Canada = Cold/Snow/Freezing Rain
USA = Wide Range of Weather
Oceania = Wind/T-Storms/Humid
South America = T-Storms/Heavy Rain/Humid/Hot
or set weather changes to random

And with the addition of weather it can open up a new veteran ability where the effects of the weather don't phase your guy as much as everybody else on the field depending on how many points you put in it.

wow this would be awesome, but it shouldnt be players choice, i say depending on the league, like South American for example, have real-time whether changes or something. u know?
or just plain have it random.

This is a great idea
there should be 6 types of weather
sun
light rain
heavy rain
snow
storm
desert
and also there should be varying amounts of wind, more wind during storms than sun
stadiums should have the choice of domes or open and of turf or grass. domes and turf should be very expensive
if a player plays in the same weather zone for three seasons he will become used to it and will not be affected by that weather as much, negatives should be halved
this would make it harder for away teams, think colts going to green bay playing against a team who think nothing of playing in a foot of snow.
weather forecasts would be important and they would have to be 90% right to keep the GMs happy, but give the home team 5% more accurate forecasts - bit of local knowledge!
The bonuses and negatives shouldnt be as extravegent as in the OP
Anyway this is just my opinion! any comments are welcome.

fog?
lol, fog has happened, but is very rare, so that shouldn't be added into a beta game unless you put it occurring around .0001% of the time
it would also depend on the region.. i don't know of any high fog regions but i'm sure there is one out there..
