Are there elite leagues for every cap?

I'm only a co-owner so maybe this is obvious if you're an owner, but how does a team in Minors request which region they want to join?

All live in the same city but we all mainly work at home. We do have regularly scheduled meetings.

Will the AI's ever be attached to a player and not to a team so that they can't be "stolen" by other players/teams?

ie: Owner gets an OC or DC, they import an AI then is "fired". The AI stays with the team.

22 and up in Minors, 28 and up in Casual. Capped only of course.
