They'd have to do 4 from each Region the first season, but I bet they'd only take the League Champion every season after that...
Otherwise you'd have a LOT of movement...

If you took the top 2 every season you're talking the bottom HALF move down... That's a LOT of rotation in the WL... It'd be kind of cool (make the playoffs or go back to where you came from), but I bet it'd be a headache too...
