It's really hard to create an effective speed DE if you start late. You can do it, just don't expect to see results right away. You have a good deal to catch up relative to your level.
Last season I started off with all my EQ in Agility. Once I switched to speed, about 10 games in, I noticed an immediate improvement in my game. I think I finished with 10 hurries and 6 sacks since I made the switch. Not incredible by any means, but I still made an impact and helped my team.
I'm really talking towards people that have invested a good amount of points in areas not directly necessary for speed builds, like strength.
