I am not Catch or Bort, but if every team pretty much builds their dots in some way or another that will make them better in the long run, how do tactics not play a role in the lower levels? I have been a part of some very, very good teams very early on in dot development and they have ALL been strict Cap Building teams.

That's not true when teams have 3 seasons on you, gameplanning and builds are pretty standard down there.

A follow up to posession, is that kl protection supposed to be activating beyond 8 yards like it currently does?

I realize teams who will go and "respect" this new salary cap coming will make their team funds grow from those who paid the price to go over, but that just means the following season they can "game" the system and then go over the cap themselves. Its not promoting league wide parity its just a rinse and repeat loophole.
If you hard capped, then teams who make hand over fist at playoff time or recruit huge elite builds would have to actually "tone it down" to respect that hard cap and would then be EQUAL right across the board....thus promoting a much, much more tighter league wide competition! (an equal footing of sorts!)

That is Super Slow Building, not cap building or regular slow building.

Thats in reference to SSB teams, but they have put new limitations into effect to stop people from being able to SSB. Only a matter of time and there will be no more SSB team around.
