I would say they are 99% in, but if they were to lose out and finish 9-7, Taylor Gang were to win out and finish 9-7, and Padre was to go 1-1 the rest of the way and finish 9-7, there would be a 3 way tie for the 7-9 spots with all 3 teams being 1-1 against each other. That would then go to Points Allowed. Even there, Chicago has a ~60 point lead on TG, so they would need to give up 60 points more than TG over their last two games.
Add in the fact that TG still has to play the top team in Zeta, and yeah, Chicago (and Walking Dead) are virtually but not technically locked into the playoffs.
