You're not giving Fran nearly enough credit, but you grotesquely overvaluing team success helps explain why. QBs need to be accurate and avoid turnovers. Tarkenton was one of the best of his era at both while playing on some truly wretched teams.
Fran racked up a lot of stats against teams that didn't care all that much. He just didn't really strike fear into anyone even in his prime. Stabler did, and so did Staubach....folks expected them to carry the team in big games, and they did it often enough to remember.
Putting Bradshaw on the list immediately makes you look ridiculous.

4 rings but ver;y inconsistent (could be top 5 for that but it is a team game) his stats would put him in a top 20 so not that impressive solid rusher one reg season mvp and 2 playoffs mvps
2 more bowl appearances than marino....and if u normalize he stats to adjust for their eras, Tarkenton actually beats out Marino in several statistical categories including career passing yards and passer rating . though he had one of the best defensive dynasties of the 60s and 70s to help him get there
