Ok, as much as I like the idea, I feel that 20 players just means that you only have to play 1 player both ways. That would more than likely be a CB playing as a WR. QBs could easily pump points into kicking and punting. Maybe get them to 48 or so and leave them there. This would just mean which ever team has pumped their stamina higher wins. Since there would be no substtutions. I don't like the idea much.

That's one way to look at it.

But what if a team decided to have a specialized receiver TE and a blocker TE? Then they'd have to have two CBs play WR, at the cost of having better weapons at another spot.

There'll still be decisions. You could choose to have dedicated people at each spot, or you could choose to have varied weapons at a spot or two (say, Power HB/Eluside HBs, or the TE example above) and have a few people play both ways.

A lot of people voted against because it is an idea that will take a lot of work, create a population of players who can only play in specific leagues, and relatively few people are interested in.

It is not worth the developers time to create such a niche which would basically require its own code to work successfully.

imo...

I don't see why it would take much effort at all to code. Reduce Allowed roster sizes in the new leagues from 55 to 20. /Coding. I'm not a coder, so I'm not entirely sure, but that seems pretty easy to me. That seems easier than making Casual and peewee.
