but when you say the winner of each conference moves up to a higher league you mean the winners of the Regular Season, right? so for instance if the lowest seeded team wins the league championship via the playoffs they do NOT get moved to the higher league

i then assume they have tie breaker procedures for when teams end the regular season with the same records

Nope, the 8 teams from the East are put into a bracket and the 8 teams from the West are put into a bracket. Whomever makes it out of each of those playoff brackets alive moves to the higher league. They also play for the title of league champion against each other. Regular season is only used for seeding.

So yes, an 8 seed could move up to a higher league.

i guess i see the logic because then all the teams that didnt make the playoffs start the next season against stronger teams that did

too bad they cant figure out another solution that doesnt make the playoffs virtually meaningless except for the top two teams

of course if not that means we are back to the playoffs being meaningless for all but the top two teams

... and in fact if playoff players have to train on relaxed its actually a penalty compared to non playoff teams

so im gonna assume the answer is no for non-playoff team players being able to train
