Then P, K, KR gets to 25.

Then teams get 5 other dots to use on sub packages. It would make it so teams can't use every formation available, or at least without incurring some form of OoPP .

A whole new level of strategy.

There would be no such things as "backups". Only different personnel to use different formations based on play calling and Ai
