Can't say for sure but I doubt it's a quota per-say. I am sure that revenue from traffic tickets does play a huge part in the department budget however. More tickets = more money and when people have basically turned what was intended to be a system designed to serve and protect into a business you can't be stretching too far when you say that ticket writing isn't only encouraged but becomes a necessity for both funding and an officer's survival within the system. You have to wonder how much focus would remain on traffic control if alternative penalties such as mandatory community service were implemented in place of monetary fines.
