Open build ftw.
Needs more vision. It doesn't look like ball hawk ever kicked in (didn't see the ball), although his ball hawk is so low that maybe that also explains the un-noticeable boost from it. His VA selections are pretty horrific for a CB.
95 is plenty of speed when the rest of the CB's build is good imo. I think he would have been able to keep up with the WR if he had 80+ agility, 68 vision, and 15 in ball hawk.

His vision, agility, SV, and SDC are all too low. He didn't get beat because 95 speed isn't enough, he got beat because it's just not a very good build.

So basically:
If you don't raise vision, agility, SV and SDC to compensate for lower speed, then 90 speed is not enough.
That's the recurring premise. I think it's easier and cheaper to raise one attribute than it is to raise two other attributes plus two SAs that aren't early in the tree.
I'm not saying you won't likely raise those attributes anyway, but do you really want to be adjusting their final values on the basis that you need them to make you faster when you have an attribute you can raise solely for that purpose?
95/85 doesn't sound unreasonable for a CB if he has 9+ in SDC, but what if you don't want to do that?
What if you can get the same acceleration/top speed by raising speed another 10 points instead, which is cheaper (assuming you don't get AEQ) Then you can use those resources (left over SP and AEQ option) on something else, making you stronger at say... PD or interceptions or forcing fumbles, etc.
Just an idea.

So you'd rather use your sps to raise one skill that only does one thing (raise your top speed) than raise a skill like vision, which affects everything you do; agility, which affects acceleration, changing direction, and most cb rolls; SDC, which increases your speed, agility, and pass deflections; or super vision, which is one of the best, if not the best, SAs in the game?
