I think it is a cover 1 but I have never seen the FS that close to the line of scrimmage on a cover 1 before.

What setting would get the SS to stick to the TE like that?

Cover 1 takes the SS out of zone, and he usually covers the TE if he doesn't blitz.

Cover 0 is always man; hat on hat, so there is no need to identify the underneath coverage. If you are ever confused - because of sometimes awkward positioning at the snap - just watch the safety (usually the FS).

In this case, he was man-up on the TE from the start, making it easy to identify all-man coverage.

Cover 2 = FS and SS play at the specified coverage distance ( short, medium, long ) in zone coverage
Cover 1 = FS still in zone, SS is man coverage, usually to TE
Cover 0 = no one in zone, SS usually on TE, FS usually doubling up on a CB
