yes vet points still exist. They automatically pop up as your dot progresses. Can reset them once per off season

I believe VAs were invented before the Plateau system was .
During plateau, VXP shuts down, so you can't get more VAs. Once you hit old age, the VXP (and training) resume, so that you can earn hundreds of VPs, if you have the patience.
