So...Issue is......blow out games ie imbalance between Totally Human Roster v Totally CPU ( or less than Human Roster )
So, to reduce imbalace, what if in some Leagues ( or even Casual ), there was a limit of say ,35 Human Players on a team - the rest had to be CPU.
It would mean the existing Human Talent would be spread out more evenly across all the teams, meaning closer games.
Also get rid of D Leagues, but keep dedicated CPU teams in each League, so you still have the option to not play for a human owner, but it may sorta incentivise some players to play for a Human Team instead because CPU owned team probably wont win PO's, and salary will be less hence, hit to moral.
I've use D League, but its a bit frustraring seeing odd players , sitting on D league Teams, refusing Contract Offers.
