There's generally at least one 'non-boosting' Rookie team or Peewee team firing up every season. Would suit you perfectly. I knew a lot of non-boosters back in the old days of the Iron Man leagues and such stuff but most have left the game. Check the Rookie leagues and Peewee leagues for those kinds of teams. No boosting... restart every season so your dots aren't tossed aside for not being boosted up... most don't do CEQ either... sounds like what you're looking for.
