Yes it is only preseason you get to swap out 15 va points. You can also swap out reg equipment at that time also

you mean change the regular EQ you have?
I just checked and you can do this now. It is not a swap, but a reset of existing standard EQ. Click on the blue arrow circle thingy and it will reset that EQ to zero upgrades. You can then change it to whatever free upgrades you want.

15BT to switch sounds like you are trying to move an Advanced EQ piece from one body part to another. This will always cost 15BT and is never free.
What is free is what Sunder and others have posted. You can reset your Regular EQ's attribute (i.e. change from +5 Speed to +5 Tackling) for free during the offseason (after Day 40, before Day 1). Any other time, this option is not available.
