When you are done putting SP into attributes with ALGs

Determine what you want for SA's and their level and work out how many skill points they need. Then count backwards and see what level this happens at (usually from ~ level 65+). Then see how this matches with your training and investing of your skills. If it matches, great! If not, negotiate.

pick your poison

answer 1 -- basically wait as long as you can stand to have a boring player.

answer 2 --there's usually an opening to start SAs with every build that will be obvious when you get there

and of course....

answer 3 -- it's different for every position

as a default answer, the season when you hit your L60s you should have your major attributes taken care of, and the mathematical gains from the other attributes will be minimal

This ^^^^^ but you really NEED to plan this out. It's not that hard. I don't even start worrying about it until I hit level 50. By that time I have all my AEQ pieces and know exactly how many BT's I need... which also informs me if/when I should switch from multi-training... which then tells me exactly how many SP's I'm going to get from that point on and how that fits with what I've done with my skills at that time AND where I expect them to end up.
