I know it is 15 but what is the best - 10? or what?

If you are talking about return vs investment, then I think around 12 or 13 would be about as far as you'd want to invest to . Otherwise you are talking smaller and smaller incremental returns on your investment.
Oh man... the answer to this is like... buried under a mountain of other posts but I'll try to post from memory.
I believe that, many, many seasons ago, someone asked Bort about 'diminishing returns' that had been mentioned about SA investments and the answer was (basically) that , once you get to 10, the bonus you gain for each additional point in the SA diminishes. How much? They won't say. But it's been posted many times that, the value of the gain starts to outweigh the value of the SP(s) you're spending... since it costs more and more SP's to move it up another point and, starting after 10, you're getting less bonus per point.
Example; Say you get a full 5% bonus for every single point in an SA. But, after you reach 10, then the 11'th point is only worth 4% bonus gain... and the 12th is a 3% bonus gain (ect, ect, ect.) You're still getting an increase, but it's costing you more and more SP's and you're getting less and less bonus added. Those same SP's you're spending to take it from 10 to 12 you could spend on another SA to boost it's effectiveness and you'll get a LOT more bang for your SP's that way.

10 is the highest you can get an SA using only SP - with CE and 4 AE you could get it to 39 (10 from SP, 4 AE at 6 each and 5 from the CE)

This is truth. Though +% equip is awesome as we all know. As such the highest even a crazy person could go is 10 base plus 5 ce plus 12 for two AE, with the other two are going into +% AE. I demand someone make a 27 power thru hb with +22.5% bt.

Also there is an old bort quote where he basically suggests no one ever go higher than 12 or 13 as the gains are marginal. Not sure how truth that is, since bort has funky math all over this game, but that is his quote.
Some SA's where each level increases both power and chance to fire, means points over 10 may be more worth due to stacking. Also worth noting going from 4 base to 6 base is only 6 sp if you have AE in something which move it to 12 or 13 with CE tree bonus.
Keep in mind that while points above 10 get diminishing returns, the favored bonus for favored SA is calculated After the diminishing returns are calculated, meaning it is more likely to be worth pushing SA past 10 if a SA is favored.
Personally, especially on players relying in 1 skill for dotball success, and especially if a sa is favored, I think taking that sa to 13 is a good bet to make if you can spare the AE peice in it.

I agree with this generally speaking but have also found that, for certain dots builds, that stopping at ten has some benefits. Mostly in that you can add on another VA with the points you save from not maxing out every VA and even have a few left over for OTK if you're a believer of that route/VA.
