http://wiki.goallineblitz.com/index.php/Effective_level

Effective level is a method of rating players that counts the total value of a player's abilities. Effective level rates players by comparing the total value of a player's abilities to the average value of all players of the same position at that normal level. This rating system was introduced in season 14.

GLB's training and leveling systems allow for various techniques to optimize a player's build (for example, see What's the best method to boosting? and slowbuilding). These techniques can create a disparity in abilities between players at the same level – in other words, a player's level is not always a reliable indicator of actual ability. Effective level attempts to account for this by rating players based on attributes, SAs and veteran abilities.

Rating a player does not however mean said dot will not perform its job in your system. In fact you may want a dot will particular skills instead of max el. Different dots for different spots

once you determine the type of dot you want, there is still no reason EVER for your EL to be below your actual level except for a center due to the comparison to the old 2 major centers we used to have

any EL less than actual level means you could have built your dot MUCH better

Since 2 Major Cs are still being included, I've never managed to build an L84 C.

At that point you just have to rely on SP Value, AEQ, and how many SAs you took.

At one point the lie was that EL would be recalculated once all of the previous builds had retired. It never did.
