There should be a limit to the amount of players a team owner can have on a his/her team say 50% that way division dominance wouldn't be a problem and people with one or two dots would have a chance at playing on a half decent team as apposed playing on a CPU teams.

this is definitely NOT GOING TO HAPPEN

It can be frustrating but it's almost always short term. It's rare (taurran/time trial) that you see one agent teams stick together for very long.

if you build good dots finding a good team is not an issue

If someone bought enough flex to fill out an entire team, they should be able to.
