It's the difference between an elite dot versus a great dot.

Of course, there's some politics in it too, since if you're not in the "in" crowd in this game, you'll always have trouble convincing the "in" crowd that your dots are elite enough to play in WL. But even then, if you can prove it on the field and aren't a jackass on the forums, the "in" crowd will eventually relent and concede that you belong. (EDIT: Not talking about myself, by the way... I'll be the first to tell you I've only ever built maybe one dot that was WL-quality, and even that's an iffy claim.)

Hard to fault the "in" crowd for acting so insular, though... there's plenty of people in this game who think they're hot stuff until their teams and/or dots somehow sneak into WL and get demolished there. I've seen first-hand what a huge gap there is in difficulty between playing and coordinating in Pro versus playing and coordinating in WL, but it's hard for people who haven't actually experienced that gap for themselves to understand how wide it truly is.

If you're looking for a more specific answer, efficiency in your build-plan is key, as well as being VERY clever and careful with things like AEQ, SAs, and VAs. If your build plan is pretty efficient but you missed a few opportunities here and there to maximize your ALG gains and settle for the wrong piece of AEQ, you'll end up with a dot that can still do VERY well in Pro (especially with the sorry, head-shaking state of Pro right now) but who will get torched in WL, which is full of dots that were built with at most one-or-two minor mistakes along the way.

OP didn't even specify what position the pro dot/WL dot's where. Could be a lot different

The OP asked a very broad question. Figured I'd give a very broad answer.

a combination of high EL based on 3/4/5 majors and 3/4 AE along with the high attributes being the "right" ones (not an OL with high vision or confidence, as an example)

right AE - as well

VA's can usually be cleaned up as long as you didn't go full on stupid with their application

Getting your advanced equipment right. Not everyone in the WL has great builds, but you must have the proper equipment.

What's considered a high EL? Realize it's dependent on the position, but say... a DT?
