I am trying my hand out as a OC for the first time and I can't figure out how to have the team go for it on 4th and short anywhere in the settings, any advice would be appreciated!

As I understand it, you can't do that for a Casual team. You would have to have a regular tactics team to be able to do that.

Yes you can go for it on 4th down in Casual in limited situations.
#1 the offense presets - some of the run heavy ones will go for it on 4th down and short in certain situations (field position and score are the most important factors).
#2 usually works best in the younger leagues (or in the older leagues when you are desperate and overmatched)
Casual Sim will NOT punt inside the opponent's 30 yard line (which is a FG distance of 47 yards) If you set your FG distance to anything shorter than 47 yards, you will go for it on every 4th down inside the 30 and outside FG range. You can set FG distance to anything less than 17 yards, and you go for EVERY 4th down (edit to add : inside the opponents 30). The drawback is that you go for it whether it is 4th and short or 4th and 12, but you are inside the opponents 30 yard line anyhow, so it's not a huge field position loss.
