Start with 98/99 and adjust from there based on your results.
There's never gonna be one answer though, because a lot will depend on things like each dot's Stamina, the types of plays they get used on, the particular Depth Chart order, and whether or not any of the dots get used on Special Teams.
So, odds are 98/99 won't work. But it's a good place to start, and then you'll need to adjust from there based on your results.
(Yes, this will mean watching games and counting plays to get it right, a.k.a. "owner stuff." Deal with it.)

Don't listen to BadBuc99... trying to use a one-size-fits-all solution for different sets of dots with different Stamina levels, different play-type usages, different Depth Chart ordering, and different Special Teams usage is an exercise in futility.
Start at 98/99 and adjust from there based on your own experience. Quite frankly, you could start at 96/99 too, but the important part is the italicized part, because no matter what you start with, you're almost certainly going to need to adjust it from there.

If you are using the advanced energy settings, I don't believe you can have more than two in a depth chart position.

I have 6 dots in my CB depth chart and they all see playing time.

That's only when you're using 99/1. Otherwise, you can fill it up.

The third FB is not getting in at all?
maybe the problem is that I didn't set my special teams charts yet?

You're ignoring the most important part of my post, which is this: whatever setting you start at, you're going to need to adjust it based on your own results. 96/99 may work fine for one set of 3 dots, but horribly for a different set of 3 dots. Everything depends on how those dots are used, what their Stamina is, and whether or not any of them get used on Special Teams.

From that point on, if both dots have less than 99 energy, the sim will grab the dot that happens to have the most energy and will use them. 96/99 and 98/99 doesn't seem to work for 3 QBs? dang. the starter is getting 80 percent of the plays (even after I set the special teams)
