Have I missed a boost? Is he going to be -3 levels until plateau?

looks like it - I assume he has not boosted yet this season as well, as players who have are up to 63

You can still hit Level 79 with your Plateau boosts though, and at your dot's age and level, 3 levels isn't a fatal difference. You can still be effective on the field, assuming you're building your dots properly.

So, unless your dots sucks and was already a candidate for early retirement anyway, I'd keep playing him. Take him up to Level 79 and see how he does.

Missed a boost and he only played 6 games last season which caused him to lose game exp

there is no game XP - if you are on a roster you gain XP even if you don't play - he may not have been on a roster though

If he got cut from his roster mid-season and missed some game XP, retirement becomes something to consider now.

nah - just means he won't stop getting XP that last season like most dots do until he hits the cap

He wasn't on a team at all, was a free agent for the first 9 games.

Yeah. Even though the game will "try" to catch him up... it won't fully succeed. Better to cut lost money now. IMO.

He's like 30 days behind his build plan. That + 3 levels is a p big deal.
