a KL LB i for covering TEs/RBs I can understand better, but CBs not so sure about. CBs match up better vs the rTE imo.

So that dot has low 60's str and high 70's tack. It's the %ff and tackle setting (balanced) that seem to have the greatest effect on KL. I built a couple CBs with high 70's str and 80+ tack and it only marginally increased the KL to reception % (allowing for similar levels of competition). Another CB on indy with same FF% and higher JH plus 22 more points in str and 5 more tackling knocks loose passes at an 8% higher rate (25.5% to 33.3% of caught passes) the last 2 seasons in WL (both used in almost identical roles I believe). I saw jumping mentioned above. No effect on KL and I have found only marginal effect on PD tbh. For the last several generations I have capped it and left it alone to finish in the low 50's. With 6-7 swat and a %db piece they seem to deflect passes in the same ball park with their peers who push jumping into the 70's. Not as good, the wonky way KL is counted on the stat sheets makes my CBs seem like they are PD at a higher rate then they really are I guess.
Jack Hammer definitely causes more KL then Monster Hit. I liked MH (put it on a couple 60 str CBs) for a while, but when started using JH there was a difference. Unless you are building with high str I would definitely go JH as MH doesn't cause many fumbles at all with low str. Both of those SAs cause some KL though.
The KL is just so much more important then the PD though. KL is a caught pass turned into an incompletion. Every time. PDs happen in a whole host of situations, some of which really have no effect on the result of the play. They look nice for stats, but have no where near the effect on the game (generally speaking) of a KL. My goal has been to strike a balance between KL/reception and reception/target.
To answer the OP, I've always set my KL CBs on semi-aggressive. But again, I've built them to cover first.
