But seriously, I think this is something you would have to discuss with support. I have no idea what would prevent you from finishing your stadium. You obviously have the prerequisites met and have plenty of cash so this doesn't make sense.

Best bet is contact Euchid or EllisBell...other than that as possible causes....I would say the aliens stole your sections when they abducted the cows
