Is it possible to own a team of cpu players in a completely cpu league?

The reason I ask is this, I've been away from GLB for some time and things have changed and I've also forgotten stuff as well.

I'd like to get back to coaching as I think this is one of the best bits of the game. I also see how there seems to be a huge lack of coaches in GLB, maybe it could be a way of getting folks into it if it isn't already available??

Yep, so even against other CPU teams, you're gonna be hurting.

However, it's still a good way to test your AIs and gameplans for a season to work out any unexpected errors or bugs, and you can use the team forum as a base-camp for recruiting purposes. I've done this before, and if I ever start a team up again from scratch, I'll do this again.

Run experiments, try crazy shit, and expect to lose. It's a team full of CPU dots... absolutely nothing is at stake, so no worries.

Can I not own a human team and a CPU team at the same time?
I would like the option of being able to experiment with plays and AI without screwing around a human team

CPU team with a CPU owner > CPU team with a human owner

It's a pretty massive hit to the CPUs if you have 10+ on a roster. You can own one but I wouldn't recommend it unless you had plans for it down the road.

As far as testing AIs and custom plays, the CPUs will be so terrible that "testing" with such a roster is a waste of time. You could have an awesome custom play drawn up but you'll never know it because the CPUs will look like shit anyway.

Zoom out a bit... the plays themselves will run awfully, but you can still test to make sure that the AI calls the right plays in the right situations. That's worth testing. When I had my CPU-squad, I caught a couple of stupid bugs in my new made-from-scratch offensive AI thanks to testing that AI on my CPU-squad. There are always situations that come up in a game that you won't think to test on the built-in AI Tester.

But yeah, if you're wanting to see, "How will Weak-I HB Dive Weak do against 5-man fronts?", yeah, trying that with CPU dots is just dumb.
