how does one 'unlock' it?

Go to your dot's home screen, click on 'Bonus Tokens' near the bottom of the page, and you should see 'Enhanced Training' and 'Multi-Attribute' training. Click 'Upgrade' on the attribute you want to unlock under 'Multi-Attribute Training'.

Start by creating one new account each day, then try and increase that to two accounts each day.
