For new builds, what softcap should we reach before beginning to cap your second attribute?

it depends really on a lot of things
but on average I go to the 7:1 cap (cost 7SP to +1) but for some I go 8:1

Or higher even for 4 prime dots and certain positions. I'll push my O-linemen as far as 9:1 now and then if it boosts me to next cap. Remember, you can always change your mind before you "accept". I'll put SP's into a skill to see if it hits next cap... then, if not, I'll either take a lesser skill to next cap (if close) or simply hold my SP's for next level-up and another try. The other thing you'll wanna keep an eye on is training gain percentage. Once it drops below 10% gains, you should be done (or nearly done) putting SP's into your skill.
