Are % bonuses from VAs calculated from base attribute only? Or is equipment included as well?

Ex: Technique Man VA for D-Line...2% bonus to agility & strength on 3rd & 4th down passing plays. 2% of agility @ 100 = 2, but 2% of agility @ 100 + 54 from equip = 3.08.

Well, that's the description of Pass Rusher, not TM, but regarding your question the % bonuses are calculated from base attribute.

In the case of Technique Man, if we are talking of the "blocker has at least 10% less agility", that is calculated of the total Agility (base + VA + EQ).
