I have a friend who no longer plays, has a few thousand flex points, and wants to gift them to me. How does one go about doing that?

You probably won't get it. Even with the other person's permission, support usually plays the "but what if they come back" card. At least that's what happened to me.
Support doesn't transfer flex like that.
Allowing it would just create free rides for tons of people. People who object to it usually make a claim that it's "their flex that they bought with their money" but allowing transfers would be a terrible business decision. Likewise opens up the bucket of paying flex for all sorts of services (coordinating, to sign a player, etc.)

yeah your best bet is to have him as a GM of your team and he just continues to put 1k Flex in your team fund. Atleast that will pay for all your scrims in the future.
