Yeah, there should be an Admin that manages Pro leagues to ensure that they remain fully competitive. No WL or PL team should be CPU when there are teams with full rosters in Reg Pro.

WL teams are carefully selected and we try to replace CPU owned teams as much as possible in Reg Pro but if a team owner decides to fill their roster with CPU players and doesn't make a request to move, there's not a whole lot that we can do about it after the fact.

6 teams with no chance. There ought to be a rule that if you can't get a competitive roster in by season rollover your team is dropped automatically to Reg Pro Normal. There are usually teams with full rosters in Reg Competitive (where the Pro teams demote to for some reason) that will be ready to play pro. Give teams a chem bonus for agreeing to promote (something like 4/4/4).

I can see what you are saying and for the most part we will demote teams if the owner contacts us and says that his team will not have a full roster and will not be competitive at Reg. Pro Level, however if the team owner doesn't contact us and we move the team without their consent it could create issues if he had plans to sign players etc. It's definitely something worth considering.
It should be noted that on Bort's initial sort there is a check for blank rosters, especially in WL
