imo...
playing without agility is like being stuck in a hole. You need "X" amount of rope to get you out of the hole, but having twice as much as you need doesn't really do you any more good.
how much agility do you need? that's going to depend on a bunch of variables, and about the only one you can control is your speed. If you have more speed you can get by with less agility.
confidence on the other hand, is completely different. If everything else on the player stayed the same, more confidence would get you better results. The trick is everything else on the player can't stay the same because the more you dump into confidence the less you have to invest in everything else.
Because you're talking about a Pocket Passer (not a Deep Passer) I'd suggest hitting it as the 4th attribute, and 2-cap it, and then let the ALGs take it up.
On a Deep Passer, Agility, Stamina, and Confidence are all minors. I'd probably do Stamina with quick 1-cap, so it could grow. 5th, I'd hit Agility with a 2-cap and let it grow. After that it's a matter of seeing where you're at with SPs so that you can get all of the SAs you need, get as much Speed as you can squeeze in (1-cap bare minimum), and then figuring out how much Confidence you can stuff into the middle, which would probably be about a 3-cap, maybe 4 if you've been efficient.
